climate change, as it hosts the United Nations
Climate Change Conference, in Montreal from
Nov. 28 to Dec. 9, 2005.
The Conference is serving as the first ever
meeting of the 156 Parties to the Kyoto
Protocol since 1997, and at the same time
serving as the 11th Conference of the 189
Parties to the United Nations Framework
Convention on Climate Change (UNFCCC).
Montréal
2005, is expected to bring as many as 10,000
people to the city, including international
delegates, official observers from government,
industry, business, the scientific community,
and other groups interested in action on
climate change. The parallel events are
expected to attract 2,000 to 3,000 people
alone, and up to 1,000 journalists from
around the world will cover the conference.
As such, it will be the largest such meeting
since the Kyoto Climate Conference in 1997
and is expected to be one of the largest
meetings ever held in Canada, and the largest
non-sporting event in Montréal, since
EXPO 67.
Under
the Kyoto Protocol, which took effect 16
February, 2005, more than 30 industrialized
countries, including Canada, are bound by
concrete and legally binding emission reduction
targets during the period 2008-2012. At
the United Nations Climate Change Conference
in Montreal, parties to the Kyoto Protocol
are expected to adopt a set of decisions
critical to complete the "rule book"
of the Protocol including, for example,
on steps to strengthen the clean development
mechanism, a tool designed under the Protocol
to support sustainable development projects
that reduce greenhouse gas emissions in
developing countries. Montreal 2005 will
certainly lay the foundation for future
climate policy, now that the Kyoto Protocol
is in force.
